2018-19RS006 - Regional Human Resources Manager

Our client, is looking for its Regional HR Manager to steer the Human Resources Team.

Job Summary: 
Within the framework of our client HR strategy, the joint country/regional HR Manager defines and implements the Human Resource objectives for the Middle East region.

The regional Manager reports to the regional CEO and works in coordination with the regional Managing Directors as well as Group HR and sustainable development departments in France.

The region currently comprises of 4 countries (UAE, KSA, Qatar and Oman) with 117 employees in the UAE. 


  1. Establish a working environment that develops staff motivation & professional performance
  2. Ensure quality of staff competences (training and recruitment)
  3. Ensure the right level of staff & optimal staff cost
  4. Guarantee a reliable administrative treatment within the time limits
  5. Provide an effective support to managers through quality HR expertise & tools
  6. Ensure compliance to legal & social regulations and Group policies
  7. Manage employee relations & social communication


  • Direct report to CEO Middle East
  • Team of 4 people in the administration department
  • Advisory role to local Managing Directors & HR managers
  • Group HR and sustainable development correspondent

1. Staff Recruitment, Development & Training


  • In cooperation with stakeholders, define role requirements for recruitment.
  • Arrange appropriate recruitment advertising, suitable interview & selection methods.
  • Ensure timely recruitment & induction administration (informing candidates, making offer to selected candidate, drawing up contract of employment, processing relevant payroll information, work environment ready for first working day)…..

Individual & Team Development

  • Advise managers on appraisal process & best practice
  • Ensure appraisals are carried out within the determined time frames & with precise objectives
  • Conduct people reviews (performance, potential, succession planning) with management team to identify potential next steps for key staff….


  • Identify training needs coming from appraisals & business requirements
  • Source suitable training & development solutions (internal & external) & ensure budget authorization is acquired & effectiveness of training evaluated….

2. Budget

  • In coordination with regional finance department, preparation of the budget regards staff level/salary cost/training
  • Monitor of FTE & Headcount budget
  • Monitor & control all budgets related to HR (recruitment/training/salary etc)

3. Administration & Payroll of all the employees of the UAE

  • Ensure employee personnel records are maintained & updated
  • Update organization charts on a regular basis (codes/structure/organigrams)
  • Ensure employment contracts & other personnel documentation are legally compliant
  • Administer payroll

4. Sustainable Development

  • Prepare quarterly, bi-annual and annual sustainable development report

5. Employee Relations

  • Advise management and local HR manager on appropriate communication & staff involvement strategies to enhance management & employee relationship
  • Advise management and locale HR manager on consistent use of company policies/handbook/procedures in areas such as disciplinary/grievance/health & safety/new employment legislation

6. Advisory role to management & local HR manager

  • Define in concert with management team & local HR manager, the local people policy & HR component of the business plan
  • Lead & contribute to HR part of projects coming from business plan & corporate
  • Advise management team on Change Management principles & contribute to managing change projects/events within the establishment

7. Compensation & Benefits

  • Advise management on appropriate salary levels in recruitment, promotions etc.
  • Create and update a salary scale for the region
  • Conduct regular benchmark with comparable companies on local market
  • Negotiate where applicable, cost efficient benefits (pension scheme etc) in line with corporate policy
  • Ensure understanding & application of local salary scales & remuneration policy

8. Expatriates

  • Take care of housing/schooling/car lease according to corporate policy
  • Administrate expatriate remuneration through local payroll in accordance with corporate expat department

9. Administration

  • Supervision of team of 4 people taking care of:

- Maintenance & office management
- Visas
- Senior management corporate expenses
- Travel coordination
- Stationery procurement


  • Proven working experience as HR generalist
  • Knowledge of region specifics (labor law, HR best practices)
  • Leadership experience
  • People oriented
  • Teamwork capacity
  • Negotiation skills
  • Change management experience
  • English verbal and written communication skills, Arabic being an advantage
  • Proficiency in Microsoft office (Excel, Word, PowerPoint)
