Lionel is the founder of HALTIQA - Bridging Energies, a UAE and Oman-based strategic advisory firm focused on low-carbon hydrogen, CCUS, and sustainable infrastructure across the MENA region. A chemical engineer by training (INSA Toulouse, France) with further executive education from INSEAD, he brings over 36 years of international experience in energy transition, large-scale project development, and industrial decarbonisation.

Formerly a senior executive at Air Products, Lionel led hydrogen market entry strategies across MENA and served as VP Business Development and Managing Director for the region. He has worked in the Gulf since 2004 and is a recognised international speaker at global energy transition platforms, including COP (Conference of the Parties), WHL (World Hydrogen Leaders), European Hydrogen Week, Oman Sustainability Week, OWW (Oman Water Week), GHSO (Green Hydrogen Summit Oman), IEEE Power Talks conference, and the European Desalination Society.

He advises multiple public and private sector stakeholders, and international boards of directors. Lionel is also an active member of professional networks such as the CCEF (French Foreign Trade Advisers, WTCA (World Trade Centre Association), the MAJAN Council for Foresight & Energy, and Birba Energy.
